Chapter 11 · The Lowtide Sleeper
Dawn at the Far Capital, and the Network Office hands you a blank sheet: design the next system. You do not wait to be asked about the risks. Each flaw from the night becomes a requirement: answers grounded in real pages, pages that are current, careful hands for any action, a bill and a test someone watches, and a rulebook that lets honest travellers through. At the end, a board asks you to defend the design out loud.
